HSE University and Government of Murmansk Region Sign Long-Term Cooperation Agreement
The HSE Faculty of Urban and Regional Development and the Government of Murmansk Region signed a long-term cooperation agreement at the International RUSSIA EXPO on May 24, 2024. The main goal of the partnership is to conduct joint research and educational projects aimed at promoting the sustainable development of the Arctic Zone of the Russian Federation, particularly the Murmansk Region.
The document was signed by the Dean of the HSE Faculty of Urban and Regional Development, Evgeny Mikhaylenko, and the Deputy Governor of Murmansk Region, Olga Vovk, who emphasised the importance of interaction with the expert community, including HSE University.
‘Colleagues from HSE University are part of the Expert Council of the Working Group on Transport, Logistics, and Socio-Economic Development of the Arctic Zone of the Russian Federation under the State Council, chaired by the Governor of Murmansk Region, Andrey Chibis. They participate in meetings and contribute to the decision-making process regarding the development of the Arctic Zone of the Russian Federation,’ explained Olga Vovk. Evgeny Mikhaylenko noted that the HSE Faculty of Urban and Regional Development is one of the most practical in the country, engaged in various research projects and initiatives in urban planning, spatial development, transportation planning, city economics, sociology, and more. Besides educational projects and scientific research, the faculty places significant emphasis on practical applications, particularly master planning.
‘In this area, we are not only developers but also methodologists of the process, having our own position. It is important that we are involved in the work of the Expert Council of the Working Group of the State Council of the Russian Federation under the chairship of Andrey Chibis, Governor of Murmansk Region. The topic of northern urbanism and cooperation with Arctic anchor cities is one of the top priorities on the current agenda, and it is worth noting that Murmansk Region sets national trends in these areas. This is not just an agreement between a single region and HSE University, but an opportunity to do something significant for the entire country,’ said Evgeny Mikhaylenko.
One of the upcoming joint projects will be the publication of a collection titled ‘The Arctic in Figures,’ which will consolidate expert-analytical information on the development of the global and Russian Arctic.
